In a large bowl, toss the beef with the flour, salt, and pepper until the beef is coated evenly.

In a large Dutch oven or pot, heat the olive oil over medium-high heat. Add the beef in batches and cook until browned on all sides. Remove the beef from the pot and set aside.

In the same pot, add the onion and garlic and sauté until softened, about 5 minutes.

Pour in the beef broth and Guinness beer, scraping the bottom of the pot to release any browned bits.
